UC Santa Barbara and local government entities prepared for Halloween weekend in Isla Vista with emails outlining public safety tips and information. 

During the hours from 6 p.m. to 7 a.m. from Oct. 26 and Nov. 4, I.V. residents are prohibited from playing live recorded music that can be heard outside their residence. The restrictions come from Section 6-70 under Article VI of Santa Barbara County code of ordinances, prohibiting outdoor festivals as defined in code.

Festival ordinance violations can result in fines of up to $500. Santa Barbara County also prohibits holding and participating in gatherings that draw crowds which block streets, with fines also up to $500, according to the email. 

Halloween in I.V. has historically seen increased police presence and restrictions during the annual weekend since 2011. Since the implementation of the Halloween festival noise ordinance, local government bodies and organizations host alternative events and activities for students and I.V. residents throughout the weekend. 

Student Life sent a mass email outlining restrictions to the campus community on Monday ahead of the annual weekend. 

Additionally, UCSB undergraduate students are eligible to park on campus from 9 a.m. on Oct. 27 to 7:30 a.m. on Oct. 30 by purchasing the annual Night & Weekend parking permit — valid for the academic year and limited to one per student — for $52.50, the email read. Temporary parking permits obtained in campus lots are not legitimate for the weekend. Overnight visitor parking will be closed from Oct. 27-28. 

The email suggests carrying official photo identification in case “you are asked for it by police,” not carrying props that could be perceived as a weapon, locking doors and windows, removing valuables from vehicles and checking respective housing lease documents for restrictions during the weekend. 

No overnight guests are allowed in UCSB residence halls from Oct. 27 at 5 p.m. to Nov. 1 at 8 a.m. I.V. Safety Stations will be open Oct. 27-28 from 8 p.m. to 2 a.m., and fentanyl test strips and naloxone are available for free to UCSB students through Gauchos for Recovery.

Goleta’s City Council unanimously voted to not implement temporary street parking restrictions during Halloween weekend in I.V.

According to an email from Meridian Group Real Estate Management obtained by the Nexus, the Santa Barbara County Sheriff’s Office plans to increase its police presence for the weekend but will not barricade streets leading to Del Playa Drive, will not have horse mounted units patrolling and will not be towing on Del Playa Drive. The UC Police Department will increase staffing and manage traffic control on campus.
