Luis Canseco, a 31-year-old Isla Vista resident, was arrested Friday, Oct. 12 on suspicion of rape and kidnapping, following a weeklong police investigation.

A 20-year-old female Santa Barbara City College student reported being raped at 1:30 a.m. on Saturday, Oct. 6, after accepting a ride home from Canseco and another male subject. Police were able to contact Canseco because the victim wrote down his license plate number, according to Santa Barbara Sheriff’s Dept. Lt. Mike Burridge .

“[The victim] was sitting on a bus bench in the 6700 block of Abrego Road in Isla Vista. Two males in a vehicle approached her,” Burridge said. “Apparently, the female was too intoxicated to walk to her home in Isla Vista, so she decided to rest on the bus bench … As the vehicle drove away, the victim was able to get the license plate number of the vehicle.”

Burridge said the two males offered the victim a ride home, which she accepted. The victim said the second subject left the vehicle at some point, and she was driven to an unknown location and raped.

“[The kidnapping charge applies] because at some point she was under the impression she was being taken home … because of her intoxication, [the victim] has no idea where she was taken. She may have been asleep or passed out,” he said. “After the assault, the victim was driven back to the same bus bench and dropped off by the suspect.”

Sheriff’s Dept. detectives located the suspect’s vehicle behind an apartment complex on the 6700 block of Abrego Road on Oct. 6, and began a surveillance of the vehicle. They contacted Canseco on Friday at about 9 a.m. as he walked to the vehicle.

“The subject matched the description of the registered owner and the description of the suspect provided by the victim,” Burridge said.

The suspect was contacted and arrested on charges of rape and kidnapping. His bail was set at $60,000, and he will be arraigned on Tuesday morning, according to Burridge.
