The Santa Barbara County Board of Supervisors finalized on Tuesday the passage of the Deltopia festival ordinance, which will maintain quiet hours as early as 6 p.m. on the weekend of April 7-9.

The festival ordinance will limit large gatherings of people from playing loud music between the hours of 6 p.m. and 7 a.m on Deltopia weekend. The County also reinstated the festival ordinance for Halloween weekend and the days following it in the upcoming years.

County supervisors agreed last week to reinstate the festival ordinance, which the Santa Barbara County Sheriff’s Office proposed earlier in February. The board unanimously consented Tuesday morning to go forward with the proposal.

Last year, the Sheriff’s office reported that the peak turnout for the informal Spring Break street party was approximately 3,500 people, down from 10,000 in 2015 and even further from the 20,000-to-25,000 attendees in 2014, according to police estimates.

As the Nexus previously reported, several I.V. residents and members of the UC Santa Barbara student government spoke in favor of the festival ordinance last week at the public forum section of the Board of Supervisors meeting. No members of the public were present to speak against the action.

Spencer Brandt, board member for the I.V. Community Services District, said the ordinance was a useful tool for police to limit conflict, though he said the solution is “imperfect.”

“The festival ordinance is an integral tool for the Sheriff’s Office and other partnering law enforcement agencies to make use of,” he said last week. “While it is an imperfect solution, I see no reason why this policy shouldn’t be continued this year.”
