A snow-covered fire road in Los Padres National Forest overlooks the Santa Barbara Harbor. Cold temperatures and high precipitation levels caused an uncommonly low altitude snowfall on local mountains Tuesday. Snow fell as low as the 900-ft. elevation level causing the CHP to close parts of Highway 154.
